This is a decorative light bulb made by Sylvania. It is made to look like an oil lamp globe. I do not know when it was made, but my best guess is that it's from the 60's or 70's, based on some original packaging I've seen. There is a smaller, 25 watt version of this bulb too. You can see it here.
